Legislative and Regulatory Issues
The NAHC Government Relations Committee represents housing cooperatives on issues of mutual concern before Congress and federal agencies. NAHC has scored several victories in the past such as the 80/20 victory. We have had significant impact on the American Homeownership & Economic Opportunity Act and the Bankruptcy Reform Bill.
The Committee monitors issues and keeps NAHC members up-to-date on the latest legislation, regulations, and issues that involve housing cooperatives. Roles and Responsibilities of the Government Relations Committee include:
- Following Legislation and Seeks to Initiate Legislation to Meet the Needs of Members.
- Following HUD activities and Seeks to influence HUD policies affecting cooperatives
- Keeping members informed on these issues thru the CHB and the website
- Educating members regarding opportunities to use programs or otherwise advance their cooperatives.
- Educating members regarding ways to conduct their own lobbying efforts.
- Educating members – in collaboration with member associations where possible – regarding opportunities at state and local levels.
- Seeking member support when grass roots lobbying efforts are needed.
- Building coalitions with other organizations for more effective advocacy (NCBA, NAHMA, CAI).
- Interfacing with other committees to facilitate their board approved agendas and the implementation of NAHC policy.

White Papers
The NAHC Board, in conjuction with its Governmental Affairs committee, periodically releases White Papers on issues. Recent White Papers are listed below.
Tell Congress that the Community Reinvestment Act did NOT cause the foreclosure crisis. October 29, 2008. At its October, 2008, meeting the NAHC Board approved a policy of encouraging cooperative homeownership as a better way to deal with large-scale single-family foreclosure disasters. Properly established membership cooperatives have a good record of acquiring, owning and operating distressed properties, including single-family homes, on a continuing and more affordable basis.
